Part One: Main Members
Section One – Main members are defined as the pillars and active participants in the movement. These members are legally recognized and have the right to attend movement meetings, participate in decision-making and management processes, and hold significant responsibilities within the movement and the community.
Characteristics of Main Members
Section Two – Legitimacy of Membership: Main members must be legally selected or appointed according to the movement’s regulations by signing an oath, completing a biography, and submitting required documents. This includes all citizens of Afghanistan belonging to the Kabul region and northern provinces.
Section Three – Right to Attend and Vote: Main members have the right to regularly attend movement meetings and participate in important decision-making processes. They contribute to strengthening the decision-making and executive processes of the movement based on their experience, knowledge, and opinions.
Section Four – Rights and Obligations: Main members are required to adhere to the movement’s rules and regulations, implement approved programs, and commit to professional ethics. They must clearly understand their rights and responsibilities.
Section Five – Responsibilities and Duties: Main members hold multiple responsibilities, including active participation in meetings, providing constructive opinions, participating in specialized working groups and committees, and fulfilling executive tasks.
Section Six – Adjustment and Replacement Process: A method and process for adjusting or replacing main members as necessary should be specified in the fundamental principles. This process must be flexible and transparent to enhance the performance and credibility of the movement.
Section Seven – Right to Nominate: Main members have the right to nominate themselves for the positions of committee president, general presidency, and vice-presidency of the movement.
Main members play a crucial role as the primary representatives of theories, groups, and individuals in the community, significantly advancing the goals and values of the Northern Guardians Movement. Their continuous efforts contribute to the sustainable development of the movement in the region.
Definition of Roles and Responsibilities of Main Members
Section Eight:
- Regularly participate in movement meetings and provide constructive opinions on the topics raised.
- Engage in the movement’s decision-making processes and positively influence decisions.
- Offer suggestions and executable plans to improve performance and achieve the movement’s goals.
- Represent community members and communicate their opinions and issues to the movement.
- Adhere to professional ethical principles and comply with the movement’s rules and regulations.
- Review and monitor the implementation of programs and decisions made by the movement.
- Participate in committees and working groups to address specific issues and develop executable programs.
- Promote the goals and values of the Northern Guardians Movement in the community and raise public awareness.
- Supervise executive performance and evaluate the results of the movement’s programs and projects.
- Maintain internal discipline and strengthen unity and solidarity among members to achieve common objectives.
Part Two: Temporary Members
The temporary members Part of the Northern Guardians Movement includes individuals who join the movement temporarily to participate in specific activities and projects. These individuals may be accepted as temporary members due to their specialized expertise or to assist in specific projects.

- Sub section One – Specialized Advisors: Individuals with specific expertise in various fields such as law, politics, economics, culture, and education, who are temporarily accepted to provide consultation and specialized solutions.
- Sub section Two – Social Activists: Individuals who are active in local communities and can assist in social programs and projects.
- Sub section Three – Volunteers: Individuals who voluntarily collaborate in the movement’s projects and activities for a specified period.
- Sub section Four – Researchers: Individuals who collaborate temporarily in research and academic fields.
Rights of Temporary Members:

- Sub section One – Access to Project Information: Temporary members have the right to access information related to the projects and activities they participate in.
- Sub section Two – Participation in Meetings and Decisions: When necessary, temporary members may attend relevant project meetings and provide their opinions and suggestions.
- Sub section Three – Support and Backing from the Movement: Temporary members have the right to receive support and backing from the movement, including access to resources and tools necessary to perform their duties.
- Sub section Four – Recognition and Appreciation: Temporary members who contribute effectively to projects should be recognized and appreciated for their efforts.
Duties of Temporary Members:
Section Eleven:
- Sub section One – Commitment to the Movement’s Goals and Principles: Temporary members must commit to the movement’s goals and principles and act accordingly.
- Sub section Two – Execution of Assigned Tasks: Temporary members must carry out their assigned tasks effectively and within the stipulated time.
- Sub section Three – Confidentiality: Temporary members are obliged to maintain the confidentiality of sensitive movement information and refrain from disclosing it to unauthorized persons.
- Sub section Four – Reporting: Temporary members must regularly submit reports on the progress and outcomes of their activities.
- Sub section Five – Adherence to Professional Ethics and Conduct: Temporary members must uphold ethical and professional behavior in all interactions with other members and the community.
Termination of Temporary Membership:
Section Twelve:
- Sub section One – End of the Stipulated Time: Temporary membership automatically terminates at the end of the specified period.
- Sub section Two – Completion of a Project or Activity: Membership ends upon the completion of a project or activity for which the temporary member was engaged.
- Sub section Three – Violation of Movement Principles and Rules: Membership may be terminated by relevant authorities if a temporary member violates the principles and rules of the movement.
