Part One: Committees and Subcommittees
To achieve the objectives and implement the programs of the Northern Guardians Movement, the establishment of specialized committees is essential. These committees are organized based on their specific tasks, each carrying distinct responsibilities. Below, the structure of the committees and their duties are detailed:
Formation and Duties of Committees
Section One – The committees of the Northern Guardians Movement are formed to address various aspects of the movement’s activities. Each committee is established with a specific purpose and comprises specialized members with defined responsibilities. These committees work in coordination with one another to realize the broader objectives of the movement, and each committee has a specific charter outlining its duties and executes its activities accordingly.
Section Two
- Board of Experts
The Board of Experts of the Northern Guardians Movement, which has key responsibilities related to government affairs and political and legal matters, has the following competencies and responsibilities:- Accountability to Governments:
The Board of Experts is responsible for responding to the governments of the countries where the movement is recognized. This includes providing official responses to government inquiries and requests within the framework of the movement’s laws and policies, in coordination with relevant committees.
- Direct Communications with Governments:
The Board of Experts is tasked with maintaining direct communications with the governments of the countries where the movement is recognized and coordinating necessary joint cooperation.
- Consultation:
Providing specialized advice to the General President of the movement in various fields, especially in significant decision-making.
- Participation in Committees (Optional):
Members of the Board of Experts may voluntarily participate in the meetings and activities of various committees of the movement.
- Election as General President:
Members of the Board of Experts have the right to run for the position of General President of the movement.
- Right to Attend General and Committee Meetings:
The Board of Experts has the right to attend general meetings and can present their opinions and suggestions.
- Oversight of the General President:
The Board of Experts is authorized to oversee the overall performance of the movement and may provide corrective recommendations if necessary.
- Authority to Dismiss and Reduce Authority:
Upon proof of violation by the Oversight and Legal Committee, which demonstrates that the movement is at risk or in danger of collapse, the Board of Experts has the authority to dismiss the General President and also reduce their powers after informing the General Assembly.
- Right to Amend Internal Regulations:
The Board of Experts has the right to amend the fundamental principles of the movement as necessary and in consideration of the circumstances, in consultation with other professional members of the movement.
- Participation in Elections:
Members of the Board of Experts participate in various internal elections of the movement and can play a role in election-related decision-making.
- Authority to Summon the General President:
The Board of Experts has the authority to summon the General President of the movement for explanations regarding their performance and activities.
- Appointment of a Replacement for a Board Member:
In the absence, resignation, or death of a Board member, a founding member of the movement will be elected as a replacement through internal elections, taking into account the provincial composition of the Board.

- Leadership Committee
The Leadership Committee of the Northern Guardians Movement is one of the most important Part s of this movement, established to lead, coordinate, and implement the movement’s programs in the Kabul and northern regions of Afghanistan. This committee consists of experienced and committed members who seek to improve the political, social, cultural, and educational conditions of the community.
Section Three – Objectives
- Overall Leadership and Guidance: Setting the overall strategic directions for the movement and overseeing their implementation.
- Coordination Among Committees: Facilitating collaboration and coordination among various subcommittees of the movement.
- Major Decision-Making: Making important decisions in various fields based on the principles and objectives of the movement.
- Representation of the Movement: Presenting and defending the views and objectives of the movement in various forums and meetings.
Section Four – Duties
- Defining Policies and Guidelines: Formulating and drafting overall policies and guidelines for the movement.
- Monitoring Program Implementation: Overseeing and evaluating the execution of programs and projects to ensure the achievement of objectives.
- Coordination with Local and National Entities: Establishing communication and coordination with governmental and non-governmental organizations to advance the movement’s goals.
- Management of Financial and Human Resources: Managing existing resources for optimal utilization of capabilities and potential.
- Assessment and Analysis of Conditions: Analyzing current conditions and forecasting to address challenges and opportunities.
- Holding Regular Meetings: Conducting regular meetings to review progress and make necessary decisions.
- Coordination and Communication: Maintaining constant and direct coordination and communication with the Board of Experts for the betterment of the movement.
Section Five – Structure
The formation of the Leadership Committee involves the following individuals:
Sub section One – General President of the Movement
The General President of the movement, as the highest executive authority, is responsible for leading and guiding all activities of the Leadership Committee. The main duties and responsibilities of the General President include:
- Overall Leadership and Guidance: Setting the goals and overall policies of the movement and overseeing their implementation.
- Final Decision-Making: Making major decisions in Leadership Committee meetings.
- Official Representation: Representing the movement in national and international forums and meetings.
- Performance Oversight: Monitoring and evaluating the performance of various sectors and providing periodic reports.
Sub section Two – Vice President of the Movement
The Vice President of the movement acts as an assistant and successor to the General President and assumes their duties in their absence. The duties of the Vice President include:
- Assisting the General President: Closely collaborating with the General President in guiding and managing the activities of the movement.
- Internal Coordination: Facilitating coordination among different sectors and committees.
- Executive Oversight: Overseeing the implementation of approved projects and programs.
Sub section Three – Committee Heads
The heads of the committees are responsible for leading and managing various sectors of the movement. Each committee head reports directly to the General President and the Vice President of the movement.
Sub section Four – Secretary of the Movement
The Secretary of the movement is responsible for managing the daily executive affairs of the Leadership Committee and acts as a liaison between the General President, the Vice President, and the committee heads. Duties of the Secretary include:
- Organizing Meetings: Arranging and coordinating the meetings of the Leadership Committee.
- Documentation: Preparing and maintaining documentation and records of meetings and decisions.
- Internal Communication: Facilitating communication and coordination among members of the Leadership Committee.
- Monitoring Decisions: Overseeing the implementation of decisions made in meetings.
Sub section Five – Advisors
General Objectives and Duties of the Advisory Committee:
- Providing specialized advice on political, social, and economic issues to the leadership of the movement.
- Analyzing and assessing national and international crises related to the country and proposing effective solutions.
- Collaborating with other committees and internal entities of the movement to develop sustainable strategies.
- Responding to requests from governments and foreign entities for consultation and political analysis.
- Monitoring and evaluating the movement’s performance in achieving established goals and providing necessary recommendations for improvement.
- The Advisory Committee will consist of 5 to 7 specialized members in political, economic, legal, and cultural fields.
- Members of this committee must have at least a master’s degree or equivalent professional experience in related fields.
- Members are selected from qualified individuals and with the approval of the movement’s leadership.
Competencies and Duties of Advisors:
- Providing accurate and impartial analyses regarding current national and movement-related issues.
- Creating coordination between the movement’s leadership and other advisory and executive entities.
- Attending official committee meetings and actively participating in significant decision-making.
- Adhering to professional ethics and maintaining confidentiality in all matters related to the movement.
- The Advisory Committee must maintain direct communication with the movement’s leadership and provide regular reports on their analyses and suggestions.
- Close collaboration with other committees of the movement to establish coordinated policies and joint strategies.
- The Advisory Committee must operate independently from other entities and provide consultation to the movement’s leadership without any bias or external pressure.
- All analyses and suggestions made by advisors must be based on scientific principles and credible research.
- Membership in the committee is confirmed by the leadership following an evaluation of qualifications.
- Any member failing to perform their duties or violating the internal regulations of the movement may be removed from membership by the leadership.
Section Six – Selection Process for the Above Individuals:
For the election of the General President, Vice President, and Secretary of the Northern Guardians Movement, as well as the heads of the committees, a transparent and democratic method must be defined. The following describes the process for electing these officials and committee heads:
Election Process for the General President, Vice President, and Secretary:
Sub section One – Elections Every Three Years:
Elections for these positions will be held every three years to ensure that the movement is led by motivated and capable individuals. It is noteworthy that the first term aims to improve and establish an orderly appointment structure, while subsequent terms will be determined through elections.

Members of the movement may nominate themselves for any of these positions or be nominated by other members.
Sub section Three – Voting Process:
Elections will be conducted through a secret ballot method to maintain the confidentiality and integrity of the process. Each member has the right to vote for their preferred candidate.
Sub section Four – Announcement of Results:
The results of the elections will be announced within 48 hours after the voting period, and members have the right to contest the results before the establishment of a legal body.
Sub section Five – Terms of Office:
The individuals elected for the positions of General President, Vice President, and Secretary will serve a three-year term.
Sub section Six – Election of Committee Heads:
Committee heads are elected based on the majority of votes from their respective committee members.
Sub section Seven – Internal Regulations:
All electoral processes and methods will be outlined in the internal regulations, ensuring transparency and accountability.
Section Eight
3. Policy and Planning Committee
- Formulate the overarching policies and strategies of the movement.
- Plan long-term and medium-term initiatives for the development of the movement and the region.
- Evaluate and analyze the needs of the region and develop appropriate programs.
- Review and approve the budget and financial resources.
- Review all policies and programs of the movement prepared by the committees.
- Number of members: 4 experts from the movement in coordination with the General President.
- One member will be elected as the Committee Chair.
Section Nine
4. Education and Training Committee
- Develop educational and training programs for youth and adults.
- Enhance the educational and skill levels of community members.
- Organize workshops, seminars, and training courses for movement members and on a larger scale for community members, presenting policies and programs at public meetings of the movement.
- Collaborate with local and international educational institutions.
- Number of members: 20.
- One member will be elected as the Committee Chair.

Section Ten
5. Cultural and Publications Committee
- Organize cultural and artistic events such as exhibitions and festivals, artistic programs in the northern regions.
- Preserve and promote the cultural and historical heritage of the region.
- Develop artistic and literary activities.
- Collaborate with artists and cultural institutions.
- Organize and advance the media affairs of the movement.
- Number of members: 20.
- One member will be elected as the Committee Chair.

Section Eleven
6. Social and Welfare Committee
- Identify and address the social issues of the community.
- Develop welfare programs to enhance the living standards of people.
- Implement support programs for vulnerable groups in society.
- Collaborate with charitable organizations and NGOs.
- Engage in social activities in the media.
- Conduct discussions with individuals in both virtual and real spaces to support the movement.
- Organize charitable activities for needy individuals and families and affected areas, with a small group of professionals assigned to work under this committee.
- Number of members: 20.
- One member will be elected as the Committee Chair.

Section Twelve
7. Political and Public Relations Committee
- Establish communications with international organizations to strengthen relationships and receive financial and political support, with a group formed under this committee to handle foreign policy relations of the movement.
- Raise public awareness about important political issues and public relations.
- Publish news and information related to the activities of the movement through social media and mass media.
- Manage social media and information websites in coordination with the press Part of the movement.
- Organize informational campaigns.
- Engage and interact with other political parties and political movements.
- Analyze and assess political issues domestically and internationally, sharing significant matters with the leadership committee and the advisory board, and developing systematic strategies to improve the movement’s activities during critical and emergency situations.

Section Thirteen
8. Executive and Oversight Committee
- Oversee the implementation of decisions and programs to ensure alignment with the goals of the mobilization.
- Assess and address security concerns related to members and their activities to maintain a safe environment.
- Monitor the progress of projects and activities to ensure effective implementation as per plans.
- Conduct performance evaluations of various committees and provide regular reports to leadership to ensure transparency and accountability.
- Address and mediate any internal conflicts to maintain harmony and unity within the mobilization.
- Handle internal disputes and violations of movement members, preparing regular files and presenting them to the movement’s legal committee.
- Number of members: 20.

Section Fourteen
9. Economic Committee
- Plan and manage the financial resources of the movement.
- Prepare and present periodic financial reports to the movement’s leadership members.
- Monitor the expenses and income of the movement.
- Attract financial resources through collaboration with various domestic and international organizations.
- Number of members: 10.
- One member will be elected as the Committee Chair.

Section Fifteen
10. Legal Committee
- Provide legal advice to the movement and other committees.
- Ensure that the activities of the movement comply with its internal laws and national and international regulations.
- Follow up and resolve legal issues and disputes related to the movement.
- Draft and revise legal documents, contracts, and agreements.
- Provide legal support to movement members and the community as needed.
- Collaborate with legal institutions and create solutions for the community.
- Review files of internal violators of the movement.
- Number of members: 10.

Section Sixteen
11. Women’s Support Committee
- Develop and promote women’s rights: create educational and awareness programs to enhance women’s knowledge and awareness of their rights and encourage active participation in society.
- Provide psychological and social support: offer counseling and psychological services for women facing social and family issues.
- Enhance women’s capabilities: provide educational and vocational programs to strengthen women’s skills and increase their capabilities in various fields.
- Fight against violence against women: develop and implement programs and campaigns to combat domestic and social violence against women and support victims.
- Strengthen women’s roles in decision-making: encourage and support women’s participation in political, social, and economic decision-making processes.
- Create support networks: establish connections with domestic and international organizations to create support networks and provide services to women.
- Provide legal support: offer legal advice to women in need and assist in pursuing legal claims related to women.
- Promote gender policies: collaborate with other institutions and committees to promote gender equality policies and eliminate discrimination at various levels of society.
- Number of members: 20, selected from among women’s rights activists, social and psychological specialists.
- One member will be elected as the Committee Chair.
